Declined proposal
A declined proposal is one the client has rejected from their job's proposal list, which tells the freelancer the client is not interested, removes it from the client's list and returns none of its Connects.

Decline is one of the client's review actions. Upwork describes it as notifying the freelancer or agency that the client is not interested, and why. Once declined, a proposal no longer shows in the client's list, unlike an archived proposal, which stays on its own tab.
Connects. Nothing comes back. Upwork lists a client rejecting your proposal among the cases where Connects are not refunded. For a boosted proposal, a decline while the proposal sits in a boosted slot counts as an eligible interaction, so the boost is charged too.
Spam reports. Clients are told to report a spam proposal by flagging the cover letter as inappropriate and then declining it. A decline on its own is a judgement on fit; a flag is a report to Upwork.
What a decline tells you. It is the one negative outcome a client has to choose actively, so it carries information: the client read enough to decide. A run of declines on one keyword usually points at the targeting, the rate or the opening of the letter. Silence, by contrast, can mean the proposal was never opened at all.
How Upsight uses it. Upwork's Declined status requires a client to act, so Upsight counts it, with Activated and Hired, in the response floor it computes for every proposal. In the proposal history declined is its own stage, separate from sent, viewed, replied and hired, so a campaign's declines can be read next to its reply rate instead of disappearing into silence.
