Account on hold
An account hold is a temporary limit Upwork places on an account until something is fixed, most often a failed billing charge or a missing identity verification, and it lifts once the user completes the update.

Upwork uses "hold" for the fixable end of its enforcement scale. The account health hub lists holds alongside warnings, restrictions and blocks, and names identity verification holds and payment or billing issues among the things that affect platform access.
Identity holds on agency members. For agencies this is the hold that costs money. Upwork places a hold on an agency member who has not verified their identity seven days after being notified. While it lasts, the member cannot submit proposals for new jobs, accept direct hires, or show up in search on behalf of the agency. Upwork also deletes the proposals they already submitted and does not refund the Connects spent on them. The member can keep working on existing contracts, and the hold lifts once they verify. See identity verification.
Billing holds. The common case for any account is a failed charge. Upwork shows a message that financial transactions for the account have been limited, emails the details, and says the quickest fix is adding a new billing method and paying any outstanding balance. It suggests keeping a backup billing method to avoid a repeat. When a client company's account is on hold, its contracts can be paused, and Upwork may post a system-generated "Contract Paused" note in the message room.
How it usually shows up. As a button that does nothing. Upwork's troubleshooting article lists account holds, verification prompts and restrictions among the reasons Apply Now or Accept Offer stops working. For an agency member on an identity hold, that includes every new proposal, even though the agency's Connects are still there.
Hold or suspension. A hold limits until you fix something; a suspension follows a violation and may need an appeal. Both appear in the same account health hub, so check there first. If access is revoked rather than limited, see account suspension.
