Upwork builds generation into its own product. Among the freelancer benefits its AI preferences article lists are "AI-generated draft proposals and messaging support", personalized to your tone and style. Those personalized features depend on your AI preference: opting out of sharing data for Upwork's model training means you may not get them. Upwork says customer data shared with technology partners such as AWS and OpenAI is not used to train their models. The proposal form itself offers AI tips on the cover letter, and Uma gives full access on Freelancer Plus and Agency Plus.

Outside generators do the same job with your own data. Whatever the source, the draft is only as good as what it is given and what it is forbidden to do.
