Upwork bidder
An Upwork bidder is a person, usually at an agency, whose job is to find suitable Upwork jobs and write and submit proposals for the agency's members, a role Upwork does not name but which maps to its business manager permissions.

Upwork has no page defining the job. Agencies hire for it under titles like bidder, business developer or lead generation specialist, and the same words are used for software; for that meaning see auto-bidder.
On Upwork the role rests on the agency proposal rules. A business manager can "submit, edit, or withdraw proposals" on behalf of any agency member, and every proposal, whoever sends it, uses the agency's shared Connects. An active Agency Plus membership is needed to submit most proposals. The details a bidder has to get right are the ones Upwork spells out: on an hourly job, submit from the agency account profile, because a proposal sent from the bidder's personal profile assigns the contract to the bidder; on a fixed-price job, the bidder can submit and assign the member once the contract starts.
Hiring one. Give a bidder a role on the agency, never a member's password. Upwork tells agency members their sign-in details must not be shared with anyone, and that agency management tools handle permissions without account access. Agree in writing which members the bidder may propose, what rate floor applies, and how many Connects a week they can spend.
Judging one. Upwork gives an agency no per-member or per-sender reply rate, because the Connects pool is shared and a manager can send for anyone. A bidder is judged on replies and hires per proposal sent and on Connects per reply, which have to be counted outside Upwork.
How Upsight uses it. Drafts land in a queue where a bidder can edit the letter, the answers and the bid before approving, and the ledger reports sent, viewed, replied and hired for each member whoever pressed send, so a bidder's work and the bidder's tools are measured on the same funnel.
