Business Manager
A Business Manager is an agency role on Upwork that can submit, edit and withdraw proposals on behalf of any agency member and is the only role that can accept an offer for the agency.

Upwork has no help page titled "Business Manager". The role is defined across its agency articles: business managers "handle offer acceptance and financial oversight", can "submit, edit, or withdraw proposals and accept or decline offers on behalf of any agency member", and can edit contract terms. Agency members can still submit their own proposals, and every proposal, whoever sends it, draws from the agency's shared Connects. Earnings go to the agency's account.
Two details matter when a manager bids for someone else. On an hourly job the member being proposed must already have an individual freelancer profile, and the manager must submit from the agency account profile: a proposal sent from the manager's personal profile assigns the contract to the manager. On a fixed-price job the manager can submit with their own profile and assign the freelancer after the contract starts. An active Agency Plus membership is required to submit most proposals and accept offers, except direct offers or invitations from Enterprise clients.
The roster settings page uses other labels for permissions (Agency manager, Finance admin, Account admin, API Key Manager, Exclusive agency contractor), none of which is "Business Manager"; the term lives in the proposal flow, not the permissions table.
How Upsight uses it. Upsight's bidder sends through a connected Business Manager login, so one Upwork login can submit for whichever agency member a campaign picks for the job, and the proposal carries that member's profile. The login that sends and the profile that bids are kept apart on purpose: see bid identity.
